Zoning is set by each county. Start with the county portals:
- Honolulu: Honolulu Open Geospatial Data
- Kauaʻi: County of Kauai Open Data Hub
- Maui: Maui County ArcGIS

The State's parcel and zoning layers are stored under the "ParcelsZoning" group in the State geodatabase (metadata). Browse the State geoportal.
